i am migration to south Australia on 475 visa with my 3 kids.. just little confused would they be considered international students???
The 475 Visa is a temporary visa, and therefore the children could be classed as international students.
The only two States that I have been able to confirm with certainty are NSW and NT, where they do NOT charge those fees. This is odd, as with the 457 visa, NSW DO charge international fees, but the NT does not.
My guess is that you will NOT have to pay, but I would suggest checking this directly with the contact form at: http://www.sa.gov.au/feedback
Other points to note are:
In general, as a temporary visa holder you will not qualify for Australian social security payments and they also do not have access to Medicare.
