Not every Bank in Australia will issue a Credit Card to a temporary resident, but some do, including the main 4 banks.

National Australia Bank [NAB] Credit Card for Temporary Resident

You can apply for a NAB Credit Card once you arrive in Australia.
The factors that will be taken into consideration once you have arrived in Australia are:
income in Australia and ability to service the facility
employment status in Australia
